Say you pull up to a regular looking Crown Vic at a stoplight. Get a clear look at the driver, wearing a nice white shirt and tie. Normal MO license plates, no spotlight, visible radio, nothing out of the ordinary. This is not the typical White or Black color of an unmarked police cruiser.
Pull away from the stoplight, minding your business, and yes speeding a little. Next thing you see is that Crown Vic on you tail, flashing it brights. You keep driving thinking this guy is being odd, or likes your car. Next thing you hear a police siren. Look in your rearview, still see that Crown Vic and guy in the nice shirt and tie trying to get your attention. But there are No flashing lights (unless you count the brights being flicked on and off on occasion). Thinking there is a cop car behind the big truck that is behind the Crown Vic you pull over, so does the truck and Crown Vic. Siren stops, don't see a police officer or police car coming so you start to pull away - thinking they must have turned off.
Then you realize when the siren coming on again it is coming from the Crown Vic. Now the person in the nice Suit an Tie is visibly PISSED. Pulls along side you while you are moving and with windows down, demands you pull over. You scream across, "Are you a Police Officer" only response is "Pull over now before I haul you in."
Would you stop?

Disclaimer: my brother is a detective, my brother a police officer.
Would I pull over, sort of. I would pull over in a store parking lot, and call 911. Explain the situation. Have a uniformed, marked police car dispached to the scene. Any yahoo can get a siren, lights, and even a badge from the internet or GALS magazine. A police officer should identify him/her self from square one.

Like I posted in the Subaru forum, I've been in the situation and know I wouldn't stop. White Ford Taurus followed and flashed brights at
me on a public road for half a mile one night. Finally he throws up a red light on the roof, so I pull over, thinking it was campus security or something and nothing was going to really happen. Then he walks up to the door and I see a Clayton PD uniform and badge... He was visibly pissed and yelled at me for not pulling over. Explaining to him that I would never pull over for an unmarked vehicle flashing his brights only made him more mad. I think that is completely uncalled for. Just a siren wouldn't make me pull over. A kid tried to mess with me one night in his 92 Integra since he wired a switch up to his car alarm. Turned it on and flashed his brights  No way I was pulling over for that.

No red and blue, no uniform, no stop
I'm moving to Theory, everything works there. No trees were killed in the making of this post.... However, a large number of electrons were horribly inconvenienced. Terec 2000 Cougar 1985 MR2, what have i done?

Sorry, wrote this right before I went to Chicago for the Labor day weekend.......
Ok, so I pulled over. I figured if I for a second don't think this guy is a cop, I'm gone. I half think he's a lunatic, half-buy his siren and attitude when he pulled along side me on the road I was on. He has his badge out as he walks up to the car, I get a close look and think to myself "oh crap, he IS a cop." Now I must reiterate I WAS speeding, at least 15 over - I wasn't looking, late for work. He went to run my license and call for uniformed officers to come, but as he went back to his car realized that his lights were not on. Checked it out and realized the switch for his lights were on but they were not working - he couldn't see that until he was out of the car I guess. He stopped, gave me back my license, basically told me he understands why I didn't immediatly stop and let me go with a warning.
